ansible and do-until loops with the ec2 cloud module

Does anyone have experience with 'do-until' loops with 'extras' modules? When I use one and the condition matches, I get an error while evaluating conditional. Refer to => http://pastebin.com/mjqU5pNC

Am I using the loop wrong and evaluating the wrong code returned from the variable? Any help that will point me in the right direction would be greatly appreciated.
