Take a look at the closing comment for that (2.5 year old) issue:

This is most likely an issue with the ssh settings of the VM Ansible is trying to connect to.

I'm able to reproduce this by running a service module step that restarts iptables on a target CentOS 8 host.
The step hangs and, if I interrupt the playbook, any playbook ran after this will hang.

The workaround described in the issue works. Is anynone interested in helping to triage this?
