Broken notification with msg notification

I had opened this ticket (https://github.com/ansible/ansible/issues/11322) and a fix was made but I'm still having issues.

Now I'm getting this error:

NOTIFIED: [restart | announce_hipchat] ****************************************
failed: [server1-> 127.0.0.1] => {"failed": true}
msg: failed to send message, return status=400
failed: [server2 -> 127.0.0.1] => {"failed": true}
msg: failed to send message, return status=400
