AWS Elasticache error: CacheSubnetGroupNotFoundFault ... not sure why

I want to create an elasticache cluster group and I"m using the elasticache_subnet_group module.

Here is my role:

- name: Create ElastiCache Subnets

  elasticache_subnet_group
:

    aws_access_key
: "{{aws_access_key}}"

    aws_secret_key
: "{{aws_secret_key}}"

    state
: present

    region
:  us-east-1

    name
: dev-elasticache01

    description
: Dev ElastiCache

    subnets
:

     
- subnet-io98nm23

     
- subnet-pox9mn33

     
- subnet-abc32bers

     
- subnet-9ipn34dfts




Here is the error ansible tower spits back at me:

Can someone help me figure this one out?

Let me clear up a misstatement ... I would like to create an elasticcache subnet group ...
