EFS Module Not Updating Existing EFS Filesystems

The EFS module is not updating an existing EFS filesystem. It seems to creating a new filesystem no matter what information I provide. When looking at the code it looks like it creates a new filesystem every time no matter what. So maybe this is expected behavior. But the documentation indicates that you can modify an EFS share.
