Is there any way to truly randomize the order in which cards are presented?

Hi,

I put in about 100 cards into a deck online, and then synced it to my android phone to review. Each time I review, I get cards in the same order, which is hugely inefficient for me because I'm just memorizing the order of cards and their correlating answer.

I tried setting the 'display new cards' to random, but that doesn't do anything as far as I can tell. Is there a simple option to just randomize which card I see each time I proceed on to a new card?

That should help for new cards.
If not, try, on the desktop (probably it works on AnkiDroid as well, if not it's something that should be fixed), to change that setting to "... new cards: .. order added" and back to "new cards ... random order".  That's what i do.

There is also the recommended way, which is even more complicated, i.e. involves more clicks.

(I thought i had reported it, but can't find the issue now. I think the order of newly added cards should automatically be randomized when added. They are, shown in order even with the random setting on. I think the reply was more or less "working as designed".)

All this does not apply to cards you've already seen. Here the only thing i can think of is to use different reply buttons to break the order.

There is an option to randomise the order new notes are show. It works for me on both clients.

If, however, what you mean is the order siblings (or cards) from each new note is presented, then you need to use a subdeck for it to work. Have a look at this for a solution:
