Hi,
Many users are using the current version on Android 13, but currently some issue seems to be blocking newly downloading it from Play Store to devices with newer versions of Android.
You can download the latest pre-release version from the following development page: https://github.com/ankidroid/Anki-Android/releases/tag/v2.16.0beta1
Also, the current officially-released-on-Play-Store version is here: https://github.com/ankidroid/Anki-Android/releases/tag/v2.15.6
