If you export a deck and share it via AnkiWeb then others may see it, otherwise no one else will ever see it.
Note that using AnkiWeb for *sync* is different then sharing it in
the listing of shared decks. Sync is just a backup, no one except
your user account can see them. Putting up in the list of shared
decks is an obvious + overt act and you will know you are sharing
something publicly if you do that
So for general usage (studying cards, syncing to AnkiWeb just for
backup or so that you can study on multiple devices), it should be
well within normal usage rights of copyrighted material assuming
you as an individual have the rights to view the material
