The Anking deck is very very large and is difficult to import. The answer to your question used to be to import it on Anki Desktop, sync it to AnkiWeb and then sync it to AnkiDroid, as the sync process was a little more efficient than the import process and it was able to cope with very large decks. That process can still work and is required for AnkiDroid 2.16.5
However, with the upcoming 2.17 version of AnkiDroid you should be able to import the deck directly without problems. It should be released to the general public within the next few days, but 2.17 is still in beta and the way to get it is like so https://ankidroid.org/#betaTesting
