I use desktop Anki solely to convert from sCSV file to *.apkg to import to AnkiDroid.
This feature would make AnkiDroid completely independent from dekstop Anki for me.
After importing a file
abc;12
def;2134
ghi;44
to new deck, it should create 3 cards with works as front and numbers as back.
After importing again to the same deck
def;1222
ghi;44
zxc;1234
it should update "def" (without resetting scheduling information) and add "zxc".
Characters like "<" should be converted to HTML entities, like in desktop Anki.

Thanks for the suggestion, there's already a feature request for it:
https://github.com/ankidroid/Anki-Android/issues/3517
It's not really on our priority list though, so you might like to consider implementing it yourself or offering a bounty
