how to force a full sync?

Doesn't look like there is at the moment. For now, you'll have to do a full sync from desktop first to trigger the full sync option in AnkiDroid on next sync, and just choose upload at that point.

Feel free to add it as an enhancement to the issue tracker.

I don't know how to search in issue tracker, last time I was suggest to add a bug in issue tracker, it got merged with an existing issue, kind of embarrassing.

Good question.
To search in the issue tracker, go to
http://code.google.com/p/ankidroid/issues/list and first try with
default settings, then with the dropdown dialog set to "All issues" if
you get no results.
Try with synonyms. If you still get nothing that describes your idea
correctly, then don't worry and create a new one. Getting merged is
not the end of the world :-)
