I saw in the documentation that its recommended to use tags instead of decks to organize cards, because it burdens the CPU to use lots of decks. If that's the limitation then if the CPU on your hardware can support it, it's ok to use lots of decks. Is there a hard limit on the maximum limit of decks?

I prefer organizing with tags since often a given card fits many categories, organizing with tags offers the needed granularity.

Would it be recommended to have all cards in one deck and do all organizing with tags?

I have more than 500+ decks organised into many deck levels by subjects. Works fine on my Note 2. I don't think hardware will never be a issue since high end Android hardware develop so fast.

With that many decks you'll find various operations in the program require a few seconds to complete instead of being instantaneous, which makes for a less pleasant experience. But the manual is not making a point about performance alone; there are other reasons why lots of little decks are not recommended.
