As far as your explanation, I guess that it doesn't necessarily seem to be a bug. If I'm not mistaken, by default the app shows users a new card two or more times on the first day.
You can freely customize the number of learning steps on the "Deck options" of the deck. You might want to check if the options have been set as you expect.
That said, I'm also concerned about the issue of cards not showing up the next day. If the problem is not resolved by the approach above, you may also want to try the latest test version with its settings of "Settings" -> "Advanced" -> Enable "Use the new backend". By this, you can use the latest scheduler (in the testing phase) that has fixed many scheduling issues.
