Action vs property

Hello,

I wanna rise another questions: 

What do make action action?

Can action be property?

Here few examples: (note: because of reverse polish notation use VSO pattern)

the desk (black) (round).

paint desk red ~> the desk (painted red when-it-was black) (red) (round).

the Ann meet John.

neighbor Ann John ~> the Ann neighbor John when-it-was meet.

like John Ann ~> the John like Ann.

but if there property "color desk black", should it act same way? Should it be equal to "paint desk black"?
