A lot of great shows on TV have fillers. They're there to keep the
story from advancing too fast. Stargate SG-1 was notorious for doing
this, but what made that series great is that often they'll reference
back to those filler episodes in later episodes thus making them
relevant to the main storyline (sometimes referencing a filler from
two or three seasons back). I don't think Naruto does this and I
haven't watched enough Bleach to know if it does this either. It
would be great, it would give the filler episodes a real reason for
being there other than just as a way to keep the story from
progressing too quickly.
What both series needs I think is a new writing staff. If the story
is starting to stagnate like that its a sign the writers are running
out of material and its time to cycle them out onto a new project and
bring in new blood. Not enough shows do this and when they don't it
shows big time. The creator of manga, forgot his name, is mostly
likely not directly involved with the anime series of Naruto nor is
the manga creator of Bleach directly involved in the making of that
series. Its rare for that to happen actually. Rumiko Takahashi was
not directly involved in the making of any of the anime series based
on her manga (Urusei Yatsura, Ranma 1/2, InuYasha).
That's true, the writers of Stargate SG1 and Atlantis have a habit of
taking filler episodes and making them relevant to future storyline
episodes. Like Daniel finding a certain artifact on some planet and
in another episode a few seasons later that artifact get used for
something important.
