Building Angular

The contribute instructions are clearly missing something. Npm reinstalls dependencies EVERY time, which makes the build workflow very slow.

What are we missing here?

Yeh, our build got a bit too heavy, there is a PR to fix this:
https://github.com/angular/angular.js/pull/11353
