Attribute expression evaluation in angular 1.2

I have two examples.

I actually need to run the 1.3 example under 1.2. Does anyone have an idea why the attribute expression gets evaluated under 1.3 and doesn't under 1.2? How would you do it in 1.2 if you have the restriction to not touch the directive.
