Has anyone tried to make an app with Angular that does not leverage other JavaScript libs, but still works well on hand-held (portrait and landscape) and desktop ?

You cans use one of the pure CSS3 responsive frameworks available out there : http://designshack.net/articles/css/which-is-right-for-me-22-responsive-css-frameworks-and-boilerplates-explained/

You can play around with the CSS3 classes which you can applu dynamically to your divs.
