The issue starts from the following roll: https://chromium.googlesource.com/vulkan-deps.git/+/8afd579ded6bc704e9d46ea2073a29822b9d17ed

In this roll, `kInstBufferOOBEnable` is removed from spirv-tools, likely causing this error in vulkan-validation-layers.

Although the roll compiles successfully, there are still errors on the Linux bot.
I have filed issue 8689 and will close this.
