Sure it can. But the icon design guidelines state that colored icons
should only be used by phone functions to have the urgency signaled
somehow:

BTW: I don't understand why all graphics-related tips in Android
documentaion are for Adobe Photoshop ???
Are we supposed to pay some hundred dollars to develop Open Source
software?!
I don't believe GIMP can't do the same...
