In my opinion you need opencv, is the best in image manipulation.

I'm not sure about using Microsoft's stuff, but I suggest you check out Tensorflow.js and the following tutorial:-

Note: Image data can extracted from a DS video stream and injected into an HTML canvas, or you could run the whole thing in a webview
