Low-Bandwidth Option / Cannot Play Video

I was wondering how to set the video to always play as the low quality
version? I set the fmt to 17 (hard coded over your variable) but that
doesn't seem to work. The high quality version (fmt 18) doesn't work
either, it just gives me a dialog saying "Cannot play video. Sorry,
this video cannot be played."
Any suggestions?
