Can Wifi auto connect to virtWifi?

Dears,
In Android 8.1, the network is connect to the virtWifi.
But we need to connect the Wifi network manually at first bootup.
Is it possible auto-connect to Wifi ?
And is it possible always enable Wifi, user can not disable Wifi.
