Settings app in Android 8.1-r2 keeps failing to run

I have built the Android 8.1 r2 from source. I am running this on an UP2 board. I chose the "No Hardware Acceleration" option from the boot menu.

After starting, when I try tapping the Settings app, it does not come up. It fails to run. Then, it shows a dialog "Open app again?". If I click that, it again tries to run but fails. Same happens for the "Developer Tools".
