About the built-in storage capacity

I found that the built-in storage capacity of the android 8.1 & android 9.0 versions is 2 times the actual capacity.  

Example: 8GB .vmdk virtual hard disk file. After the android system is started, 16GB of built-in storage is seen, and the used space is about 8GB (50%)

The storage capacity of android 7.1 is correct

Although I don't provide a solution to this issue, I replied to confirm the situation about Android 9.0 and to say that has issues with the RAM size, also. On Android 10, the RAM size issue is solved, but the storage issue is still present.
