Samsung Galaxy Tab was/ 1 GHz Humming Bird - Won't Over Clock

Hi,
I have read many places that this system is capable of running at 1.6
GHz, but has tested safe at 1.4 Ghz.

So I am clearing all settings in OverClock except 1.3 Ghz, and it will
alwas revert back; sometimes to less than the norm of 1 Ghz - even
when plugged in and battery full.

Inside the settings have all been set to 1.3 Ghz as well.

Any suggestions?
