Can someone please help me to get gapps on the TV Build Image for Pi 3. I have tried everything possible and only end up with a screen that looks like duplicated welcome text that is smeared and what appears to be a language selection option that I cant get past. Please help me anyone.

Hey, AndroidTV 6.0 right? I can help you there. I did the same using ADB...

1) Install adb on your windows...

2) download this folder on C:/ drive. It contains gapps.

3) open command prompt and navigate to C:/ using the command "cd .."

4) now you need to have the Pi running and connected to the same internet as your windows.

5) Once you have it, obtain your Pi's IP address from the settings.

6) in the command prompt execute these commands:

(i).  adb connect 192.168.2.10            (REPLACE IP WITH CORRECT ONE FOR YOU)
          (ii)  adb remount
         (iii)  adb push system /system
         (iv)  adb reboot

that's it. now navigate to the system apps section, you will find Google Play Store.
Let me know if you get a problem. Or even if it works.

I had the same issue. It appears google play updates then it says it isn't compatible. The way I found to install GApps is by using the download provided in the comments here and once you get the smeared text you use adb to kill the setupwraith process then you can get past setup but still haven't found a fix for the new google play store giving compatibility issues.

Cool.. how is the performance? Do apps, YouTube, etc work? Does the UI lag? Any issues?

Has anyone tried altering the build.prop first before flashing gapps?  I may try pushing a text editor and es file explorer tonight and try to make those changes first and then flash gapps.

This might be kinda late, but you have to cd to the directory which contains the folder you've downloaded. If the folder you've downloaded is in the "Downloads" folder, you have to "cd" into there.
