Bluetooth not getting turned on when setting to On via Settings

I've just burned the 11/30 build to a 16GB SD card, and booted up in my RPi3.  (Prior to this I was running the 11/04 build, and although the response to turning Bluetooth on was slow, it would get enabled).  

I've probably missed some setup or configuration step.  Here's what I'm doing: 

1) Launch Settings app

2) Click on Bluetooth line

3) Bluetooth section shows up with the text Off in upper-left, and the slider on right is grayed and in the left position.  Text says "When Bluetooth is turned on, your device can communicate with other nearby Bluetooth devices."

4) Click on the slider, moves to right position - goes light green then gray as it moves into the right position.

5)  Wait - no change.  If I exit from Settings and come back in the scene is the same as the first time, Bluetooth is not enabled.

I use the image file for Android TV 7.1 Nougat  called "rpi3and7-1tv-2016-11-07.img" from the website:http://www.mediafire.com/file/q2kw1qcz8xc0h4y/RapiAnd7.1TV.7z

But I could not turn on the Bluetooth.
