android: Enable rmnet SIM data connection commandline

Hi All,

I am trying to enable rmnet (SIM data network) from command line before android start system server.  

So, one way to enable same using "svc data enable". But I would like to enable the same without system server/service manager running.

e.g. in case of wlan we can do ifconfig wlan0 up and use wpa_cli reassociate to get the ip address.

Do we have similar approach to enable "rmnet data" using command line utility ?
