racoon service in Android init.rc

There is a service called racoon presented in init.rc file. Can
anybody tell what that service for??

In linux environment, racoon is process assisting in ipsec related key negotiations.(IKE)

So in a mobile handset this service will be only used in case of gprs (data connection), right???
