Procedure to provide patch for Issues - New to AOSP

I am new to the Android Open Source Project. I am trying to provide a
patch for issue no. 8491 <http://code.google.com/p/android/issues/
detail?id=8491&sort=-id&colspec=ID%20Type%20Status%20Owner%20Summary
%20Stars&start=100>. This is the first issue that I am working on.
In Android 2.1, the Messaging app do not allow a message to be saved
to draft if there are no valid receipients. This is due to a check for
valid recepients in the method
com.android.mms.ui.ComposeMessageActivity.exitComposeMethodActivity.
I have the following questions about providing a patch for this issue
-
1. How do I test if removing the above mentioned check for valid
receipients breaks other code? Of course I am planning to do some more
investigation if removing the check can cause any problems.
2. Do I need to update code.google.com with my investigation details?
3. Do I need to get assigned to the issue to provide a patch?
