creating new library and making user builds

Is there any docuementation around creating a pre-built jar much like
com.google.android.maps.jar and com.google.android.gtalkservice.jar
that comes with the GMS bundle.

Currently I am creating a jar file, which is failing at the dexopt
stage of user build
