Looking for CMAS implementation

I know that the following was added in to Android 2.3.5:

**Cell Broadcast Service
Android 2.3.5 supports “Cell Broadcast Service”. Cell Broadcast
service is a feature similar to SMS, but it is sent to all phones in
an area, instead of to a specific phone. This release includes a new
application, CellBroadcastReceiver to send emergency broadcast
messages. This release supports two specific types of emergency
broadcast: the Japanese ETWS (Earthquake Tsunami Warning System) and
the American CMAS (Commercial Mobile Alert System).

But I'm specifically looking for documentation on how the standard
implementation of this CellBroadcastReceiver works. How do I go about
locating this info?

you can start looking at packages/apps/CellBroadcastReceiver and
follow the implementation..

I assume that wold mean installing the SDK. I'm at a carrier and not
phone developer and don't have access to a Linux or MacOS. But I will
definitely ask our vendors if one of them can provide that information
to me, thanks!

Would appreciate any pointers to this. I have been told that Android 2.3.5
supports it, and the source is floating around in the internet. Dosn't seem like
it is officially published in the Android website
