Is a navigation method required to be Android compliant?

At this point, there are no Android devices that only support a
touchscreen as a primary mode of user interaction. However, there
appears to a Configuration constant for NAVIGATION_NONAV that suggest
that a touch-only devices will be available in the future.

Are device manufacturers required to supply a non-touchscreen
navigation method to be Android compliant?

The big problem I see is that applications like games may expect a non-
touchscreen navigation method to be present. Those applications will
not work on such a device. In addition, would the Android market be
capable of filtering out those application?

Yes right now some kind of 5-way (trackball or DPAD) navigation is required.

Is there a roadmap or timeline on when this restriction will be
lifted?

It looks like GiiNii's Movit Mini WiFi won't have a 5-way nav... maybe
they won't support 3rd party apps?
