Why do you want to do this? Let me rephrase: it seems like the only
good reason for this is malware. (Is there one I'm not thinking of?)

An anti-theft app for example...

Even if you hide it from the app screen, there's not a way to hide it
from the list of applications in the package manager (remember, this
package manager app comes preinstalled and in firmware)..

Uhh, you don't...

The package manager comes installed by default, you can't hide apps
here. If a user wants to uninstall your app, they can. If you want
to prevent an anti theft, perhaps you could name your app something
else, which wouldn't make it obvious what you were doing :-)

Think more about it from the perspective of: do you want a program to
be able to make it impossible to uninstall it (for most users)

This isn't possible.

Hiding icons would take place in any type of app list, not just the
standard one.

There's no public API to do this.

This app will hide the icons of other apps only if the user wants it , not otherwise, and the user can again make them visible whenever he wants.

Just a guess.
i guess in that case you may have to change fwk with mentioning some custom permission.
package manage can ignore the Launcher and Main attribute mentioned in manifest file in Intent filter.

Although not sure if its suggestible :)
