What is the use case for PRODUCT_EXTRA_RECOVERY_KEYS

Hi all,

Trying to wrap my head around for a valid use case of PRODUCT_EXTRA_RECOVERY_KEYS

First thing come to mind is: a way for device manufacture to install a special updater from a release build ?

Does anyone know valid use cases for this?
