Your should ask this question at the answers.opencv.org. OpenCV doesn't have such functionality, but it is possible that opencv_gpu module will get CUDA implementation of the following algorithm: http://web.duke.edu/~sf59/SRfinal.pdf. You could also check this wikipedia article: http://en.wikipedia.org/wiki/Superresolution.
