Build system maintainer's guide

I can see the latest build system maintainer's guide at:

Following the instructions on the page about editing the URL, I can find the NDK-specific versions up to NDK 23, but no further. I'm starting work with NDK27, because it's the current LTS version and rather feel I need to look at the right guide.  

The error message I get is: 

NOT_FOUND: Requested entity was not found

The naming convention for our release branches has changed a few times over the years (some of our infra uses the naming conventions as configuration), and I forgot to update the text here to reflect that. https://r.android.com/3536224. Thanks for calling that out.
