the method to develop the androdi-HAL use NDK

Does the ndk have the function to develop the hal(ex. CAMERA).

the hal-lib(ex. libcamera.so) includes many c-libs and linux-kernal. How
to include them in the ndk project.

No. You'll have to access the camera from Java. You can let the Java code send the captured data to your native lib if you have some optimized image processing you want to perform.
