NDK r28b is now available in the stable channel of the SDK manager (use ndkVersion = "28.1.13356709" in your build.gradle.kts file) and for download from our website.
This release contains a fix for limits.h missing some constants, and compatibility issues with libz.a and libdl.a that prevented them from working with the NDK's LLVM.
