NDK r28 RC 1 is now available in the stable channel of the SDK manager (use ndkVersion "28.0.12674087" in your build.gradle file) and for download from
our website.
NDK r28 is a regular (non-LTS) release. The full release is likely to happen in January, unless any blockers are reported between now and then.
Compared to beta 1, RC 1 reworks the libc header changes that were causing conflicts with a number of open source libraries. The default behavior for the libc headers is the same as it was in r27 and earlier, but the new behavior (weak API references work in libc, better diagnostics) will be enabled when opting into the weak API references build mode:

The release also includes a handful of LLVM fixes since beta 1.
