Midi not suppported

Hey guys, I've got a problem. Hope you can help. I got a Windows tablet, and i just installed Android (8 dual boot). I'm trying to run an app on android and it says "midi not supported". I got into developer options and the option for usb configuration is not available. 

are there smartphones and tablets without midi support ? I thought the requirements or specifications  for running midi in android was to have a recent version of android , can this be fixed?
