Firewall capabilities in Android

Hi,
Since Android is built on the Linux kernel, i assume it has the built
in netfilter kernel space firewall.
I am wondering whether it is activated by default? is there an android
user space program for configuring and mastering, the firewall
(setting rules .etc), if there is, is it GUI and comfortable to use or
not?
Also i would like to ask whether the Mobile IP protocol is implemented
for Android (i believe it should be implemented in the Linux kernel)

Netfilter support was removed from our 2.6.29 kernels due to a 15 - 20%
measured drop in wifi rx performance when it was enabled. I believe
the performance issue has been mitigated in 2.6.30, however we are not
yet ready to move to that kernel.
