Annotations not supported - How to submit a bug report/Feature request?

Hello,
Today I tried using runtime annotations and got "native method not
implemented" as Ivan found earlier:

I thought I'd post this here as there is less activity and hopefully
someone at Google might see it, as the subject indicates I see two
problems:
Runtime Annotations isn't supported?
How do you submit bug reports/feature requests?
Maybe there is a way to submit bug/features but I didn't find it.
