The toolchain is customized to run on the device. Target SDK is KitKat
(API level 19). We use an incremental optimized Java 1.7 compiler

Ok, great! So, with that in mind, should I generally set my target sdk in the manifest to the kitkat sdk, or the greatest that my build device can target?

The targetSdkVersion changes the runtime behaviour of your app for
backwards compatibility (for example the default theme, etc). Set it
to the maximum API level you tested your application on.
