Registration fails with PHONE_REGISTRATION_ERROR for specific device

We've deployed a C2DM app successfully that lots and lots of people are using.  But there is one particular user who just can't get a registration ID.  Every attempt is rejected with a PHONE_REGISTRATION_ERROR.  We tried switching to getting a GCM registration ID, even though our servers weren't ready to handle GCM messages, but those requests also failed with the PHONE_REGISTRATION_ERROR.

What could possible be odd about this particular phone that it cannot register for a GCM or C2DM registration ID.

The device in question is an HTC PC36100.  
Android OS is sprint/htc_supersonic/supersonic:2.3.5/GRJ90/356670.1:user/release-keys
Google Play Store version is 3.7.13

What else can we do to track this down?

I've had a second user report the same problem on the same phone, with the same identical Android OS version.  Checked to make sure the phone numbers were different, was starting to think it was a duplicate report.

It seems that we can not register for C2DM or GCM on an HTC PC36100 with a stock OS.

Users are getting restless.  Is there anything we can do short of telling them to root their phones and install another OS???

we did a bit of investigation. These devices did not perform a checkin
to the google servers, so there is no device information on the
handheld. This does not affect GCM, but the whole Google experience on
the device.
Most likely they installed your application via a different market place.

You can suggest to the users to perform this on their phones once data
is available (wifi or mobile is the same):

Good news.  Both user are back online hand happily registering their devices.  For User #2, all it took was rebooting the phone.  Use #1 had tried rebooting the phone multiple times with no success.  But they had are app installed on the SD card.  Once the moved it to internal memory, and rebooted the phone, everything started working.

This is the second time I have heard of problems with C2DM that went away when the app was moved from the SD card to internal memory.

Both user managed to find a solution before I found this post.  But I'll keep it in mind should it come up again.

I doubt that our app was installed from a different market.  There are only two official ways to install the app.  One through the Android Market (or Googel Play Store as you call it now)  The other is by downloading a .apk file from a web site.  When you open it the Android Market/GPS is called to install the app.

Hi Francesco,

One of my user has the same error (on both C2DM and GCM). He has a Galaxy S3 with a custom ROM based on Android 4.0.4 (before the upgrade of the ROM it was working fine). The application has been installed from the play market (for the C2DM version; the GCM is still under dev) and the *#*#CHECKIN#*#* is not working (nothing happened).

Do you have any other suggestion?
