There  are several solutions .. 

1 you can have one firebase project for debug and one for production mode. 

2. you can use a single firebase project to push fcm messages from your production or debug mode server. 

I don't know whats your choice of tech stack but their can be multiple solutions.

 https://fcm.googleapis.com/fcm/send remains same ... for test and production or various fcm projects.. Few params are passed to this url ... and these will make the difference.

for production we can have one set of params

for debug we can have another set of params..

even for different fcm projects we can have different set of params.

its just that from your different systems (prod or debug) you will call the same https://fcm.googleapis.com/fcm/send
