Hello, requesting for help with a project.

Hello. I am using a fully updated Samsung Galaxy S25 ultra. I believe the factory ROM in my phone has been compromised. I am unable to factory reset my phone and get rid of whatever malware is installed. I have a Google play services app that has the  unmodifiable permission "reroute outgoing calls". I have attempted to uninstall and reinstall it but cannot seem to fix this. Any help available?

I'm using Motorola G Stylus 24 stock ROM. I've been noticing that apps will open on their own, redirects on web pages, and other odd behavior.  I can't seem to find what app is causing this.
