error: 'cannot upload review' when repo upload

I want create a pull request to aosp ,but when I exec the command 'repo upload ',an exception occurred. the detail msg bellow:

Just a quick guess, did you setup authentication?

Authenticate with the server

Before you can upload to Gerrit, you need to establish a password that will identify you with the server. Follow the instructions on the password generator page. You need to do this only once. See Using Authentication for additional details.
