Is there a performance difference between the two?

Yes. userdebug are meant to be as close as possible to user builds, with just the minimum amount of changes to be able to debug things, whereas eng builds include some much heavier checking.

AFAIK eng has the Development and Spare Parts app

Indeed, the build system allows for additional apps to install themselves in userdebug builds and eng builds independently from the product configuration, via LOCAL_MODULE_TAGS. debug modules are installed in userdebug and eng builds, eng modules are installed in eng builds.
